      I think Hershey died from neglect and they tossed her into the trash. She wasn’t taken care of. Never went to the vet, wasn’t eating dog food, they probably often forgot to water her, she never went on a walk, etc.

   Legitimately, Hershey escaped and Toe Fungus couldn't bother looking. That would require effort so of course that was never an option. She realized she didn't have to feed or pick up her mess any more so she was happy about it.

   She probably escaped through the large gap TF makes when she enters or exits a room and TF didn't notice for a couple hours
