Perhaps there is or not. Idk she's not telling us anything. But it's clear even if the case worker checked on them Marie and Tophia have every right to ignore any resources the caseworker gives. I imagine she has already ignored anything from the 1st shelter.
Marie will follow Tophia so if Tophia is on the street she may just follow her "dotter".
