I don’t understand how she can’t realize this after losing her brother and almost her mom it would take the smallest amount of self reflection to understand this. No one will hire her unless it's a warehouse or amazon. If a voucher didn't motivate her, nothing will. She's too far into her delusional state. Ex homelessness caseworker, fellow homeless person here. Uh, that’s not how vouchers work. She didn’t have a voucher. She had a shelter spot. A housing voucher is a different entity. Most times granted after 12 months of verified homelessness. Verified homelessness means in the streets or in a car and a state referral worker MUST home verify you. Couch surfing, motels, and sober houses do not count toward that time. A housing voucher, once granted, is a coverage for rent in a designated living area. A voucher- is a literal money voucher that clients will not ever see. It does not come to them as a check. It is not a monetary value to client. The voucher is money that will only pass hands from the assistance program branch to the landlord directly. And these come as apartments. Usually inner city, usually in a pretty bad building. You gotta consider, it’s a LOW CHECK (vouchers go for $1100 max where I am when rent is usually $1200). So you got slum lords. And the housing voucher is good for ONLY the people on it.
Now in this voucher, there is no clause that I have ever seen that there is any violation of freedom of speech. Because at the end of the day, the program is the program. We pay your rent, and usually you have to meet with a caseworker a couple of times a month. This caseworker is oftentimes little more than the person who will make sure you have smoke alarm batteries. I can’t speak for all programs, but the one I was working for was dual diagnosis mental health and substance. That’s just the “sorting” system. Because even though that’s your voucher, the program doesn’t even require mental health services or substance abuse abstinence. Part of my work bag along with my laptop and pens was a dose of narcan because we saw it a lot.
And not a single one of my clients cared to hold down a job. It was again, not part of the program. They DO push it. But not for the reason people think. It’s because rent is going up and administration is cutting funding so vouchers will NOT be. But still, you can sit on the voucher without a job. You risk homelessness again, but it is well within your right.
I’ve had clients see me under the influence. I’ve had them get angry and post drunken mean things on Facebook because I knocked on the door at a bad time. I’ve had clients profess long love soliloquies for me on Facebook. And none of them have “lost” a housing voucher. Now as a homeless person, sometimes I come by those same people and share a drink or a warm happy meal. They still have vouchers lol.
Let me tell you how you lose a voucher- refusing to meet with a caseworker. Consistently. You have to REALLY refuse to meet with one. We’re supposed to have 45 min face to face contact a month, I’ve had clients who I’d accept a text once every three months as a proof of life so I could keep them in housing. You’d have to disappear for months and months. You’d have to do jail time. If you’ve been incarcerated 90 days you lose a voucher at day 90 (post bail at 89 y’all please). OR you’d have to break your lease and voucher program. Which is a fancy way of saying that you have somebody living with you.
This is a novel. But I want to break this down for anyone not privy to the system. I don’t know what fuck tophia is on about. She did not have a voucher. That’s not how vouchers work. If she had a voucher, she’d have an apartment.

So either she can meet the work requirement for SNAP, start listening to her caseworker on whatever the worker is asking, and go to the stupid job corps programs to at least TRY. They’ll want her to get an id, get a bank account, therapy, all normal stuff. OR she can continue to fight about mental health, get a diagnosis, and apply for the mental health voucher. I gotta be honest, she’ll probs be bottom of the list once she has the diagnosis. People who have been ill and homeless for years will come first. It’d be easier to get on a section 8 program, get into the living complex, and work like 20 hours a month. But I’m aware that’s asking too much. I foresee her fighting for the mental health voucher at this point in time. Usually granted by DMHAS (I think there’s is called just the department of health). But she’d need a diagnosis and that’s where I think she’s at right now

Yes and no. She’s clearly in a shelter. So she’s in the pipeline for a housing voucher. The shelter is a big first step. What I’m imagining right now is that tophia WANTS a housing voucher, and they’re not just handing them out. I was a victim of trafficking and am still homeless without shelter for 6 months. Usually people like me get vouchers first. People who were victims of dv, people with children, people recently released from incarceration, and people with disabilities. What I’m imagining is that they were telling her that she didn’t have a disability at the time, and it was not a domestic violence crime. So ultimately, they were probably going to put her on section 8 and benefits. You know, the regular help program for people who are perfectly fine but refuse to work. So I imagine that when she was told that she would still owe some sort of rent, likely need to work, she flipped. That’s probably when she started shouting about her depression. Which is silly, PTSD is a quicker and easier diagnosis. We’ve diagnosed people with it from literally just being homeless so that they could get help and a voucher. So I imagine that right about now, she learned the difference between the two, and is upset because she thought she was getting the voucher and NOT the standard section 8. Pure speculation, but seeing as she wasn’t in a dv, refused mental health treatment for 30 years now, and wasn’t recently released from jail, she’s not likely to be first on the list to get a voucher. She may be pushing for a diagnosis now to get a disability voucher program and this is where she’s angry. She thought that section 8 was a voucher and now she’s realizing she doesn’t have one. The paperwork is confusing if you’re not privy to reading it and there’s so many programs it’s easy to be confused who you’re talking to and when. My clients would have a stale caseworker, me as a caseworker from the outreach, and usually a sort of social security caseworker. And they’d get very annoyed if answers didn’t always match. Understandably. But to someone with no comprehension of the world whatsoever, maybe she thought it was a voucher
